Failsafe recovery instructions added

• We have added instructions on how to fix configuration issues from failsafe mode.

QOS section updated

• We have updated the Quality of Service Menu to document the new policy-based QoS system.

SNMP section added

• We have added a SNMP section to the wiki, as well as a forum dedicated to SNMP

BGP Section

• We have added a BGP section to the wiki, as well as a forum for dynamic routing
